Custom permissions to add/remove site members?

Is there a way to grant a site steward permissions to add/remove members without giving them Full Control of the site?  Currently we normally add site stewards to the site owner group and give the site owner group Design permissions.  ty

If they were owners of a SharePoint Group then they could manage members without having Full Control on the site as a whole.
