Custom permissions level across multiple modern site collections

Is it possible to set up a custom permission level that can be added to a SharePoint group on any site collection within a SharePoint Online tenant?

I want to be able to give a modern site administrator in my organisation the ability to assign a custom permission level to a SharePoint group within the site without having to create it from scratch each time.

No sorry there is not a way to save the permission level across site collections. Best suggestion I could give would be to use PnP to apply the permission level and apply it to a certain group. Starter here:-
