Custom Content Types in Document Library

I created a bunch of site columns in a sharepoint online site. I then added those columns to a custom content type. In the past I would go to the document library settings > advanced settings > set allow management of content types to yes and then add my custom content type to the library via the add from existing content types link. 

 

Now if i go that route there are very limited content types I can select from, none of which are my custom content types. My newly created group is also not in the dropdown of content types i can select from. I can add the columns to the library one by one, but not the content type.

 

What the heck is going on?
