Create group who can provision folder access but cannot modify group access?

Hello!

I have a team of individuals who need the ability the provision folder level access (create, modify, copy, move, delete, manage permissions). I need their access to be folder level only...meaning, they cannot create custom groups or modify existing groups' access/members. Is this possible?
