Create customed lookup column on share point list

Hi

I created a lookup column on Share point list.

That refer to one column of other share point list.

I just want to set it to refer to the specified ones , for example, only open ones.

Could that be realized if I don't use Designer?

Only option I know of is utilizing powerapps on the list.
