Create a view or form based on several lists?

I've done a heap of searching on this and haven't come up with a solution. It seems there used to be a tool called SharePoint designer which may have done the task but it doesn't seem to be an option for SharePoint on-line. 

 

I have a requirement to create a form or view for a user who wants to fill in fields for users which would cover multiple lists. The user does not want to have to open several lists and find the user(s) they need to enter data on in each list. Conversely, I don't want to have to create one very wide list (with many many columns) but would rather create several lists linked to each other by employeeID. I have spent the entire day searching for solutions to this but it appears my search algorithm must be flawed as the only results I come up with are from many years ago. Is this something people don't do anymore? Or do I just create one very wide list?
