Copy Pewrmissions between sites

Was wondering if its possible using the PowerShell PnP module or the SharePoint Online PowerShell module to copy permissions between two sites.

I have one site that has a lot of info that don't want shared externally, but wanted to copy the permissions of the site to another site so they can use that site to share externally.

Hi Greg, did you find any solution to this? I am also looking to copy all users with their permission between two SharePoint online sites.
