Change default language

I know there are already some similar questions, but I'm reposting in the hopes that Microsoft will take this feature request seriously.

 

We need to be able to change the default language of a SharePoint site, after it has been created. I don't want to do this on a per-user basis, but globally. What is it in SharePoint, that is so deeply embedded in the language chosen when creating the site? Sounds like a poor design.

 

Is there an official site for tracking feature requests for e.g. SharePoint? I found some links to sharepoint.uservoice.com, but they were all dead.

This is not correct site to add feature request as it's community portal to get help from other people.
