Can't add template to a custom document CT

I created a new tenant for dev purposes. I create a new CT with document as it parent. So far so good.

However, when I try to ad a .docx document as its template to the CT, I get a "require access". Im the tenant creator and admin, but dont have any access and I dont even get any email where I can approve myself. Why is that?
