Brand Center Options Grayed Out (Already have Organizational Assets Library)

I'm trying to activate the Brand Center in Org Settings, but everything is grayed out.  I'm a global admin and we already use an Organizational Assets Library, which it detects.  According to the documentation, it's supposed to prompt to enable a public CDN and then we're good to go, but that isn't happening.

Anyone run into this?  Is there some kind of prereq that hasn't been met maybe?
