Audience Targeting

So I wanted to clarify something. I've read multiple articles that say you can use audience targeting with site pages and  document libraries. I see the options available to enable them and where to put the target audience. 


However, I'm also seeing other reports that his doesn't work at all? So my use case was to use audience targeting similarly with Navigation so that if you're not in my target audience you won't see anything. So this doesn't seem to be how it's supposed to work? Or possible it's not fully implemented yet? 


I know we can accomplish this by breaking inheritance and creating an increasingly convoluted hierarchy of permissions, but the way audience targeting was presented seemed to much easier. So I guess to make a long story short (too late), is it possible to use audience targeting so that only certain users within the target audience can see specific library items?
