Assign Department Site Template on Subsites

Hello everyone. 

I am trying to create a subsite with communication template (Not Team Site template). The main goal behind that is to assign a site template that only works on communication site "Department template" is there anyway we can assign Department site template on subsites ?

Thank you for your reply@jhowe 

I am not able to extract the template of "Department". the button save template as a file does not appear in SharePoint site settings and I am not able to republish the template neither.
