Office Online Server may not be supported in Azure, therefore, how does one deploy Excel reports that depend on Office Online Server. Assume no requirement to edit office documents.
Wondering if anyone can comment on how to support this type of scenario.

Therefore, does Excel Services Application somehow still exist in SP 2016 in order to view excel powerpivot reports? This is so that OOS is not used.

Actually , I am also facing the same challenge.
Customer is using SharePoint 2013 on Azure IaaS Public cloud. In SharePoint 2013 , excel services is used extensively.
Now customer wants to migrate to SharePoint 2016 on Azure IaaS Public Cloud. Excel Services moved to Office Online Server and Office Online Server doesn't support Azure IaaS public cloud installation.
So It depict:- SharePoint 2016 with Office Online Server doesn't support Azure IaaS cloud and we should never recommend.
