Allow Hero web part without link

When creating a page on a site, you get the image, and the white text over the image for the page title.  When creating the site, you can add an image where the text can be added, but over a field of black, or you can add a hero, which requires a link, but does give the option for a title that matches the styling of the other pages.  It would be great to have an image without the black background, or a hero without a link requirement to have some styling consistency.
