Admin Testing News Audience Targeting not working (?)

Using SharePoint Online. Does anyone know if audience targeting applies to admins? I created two News posts and targeted one to a group I'm in and one to a group I'm not in. They are both still showing. 

Also, does anyone know if (on the News web part) the News Source option "Recommended for current user" automatically does audience targeting? It's the only option that doesn't have an Enable audience targeting toggle. Since I can't tell if audience targeting is working at all, I can't tell if it's targeting or not.

My two cents here:
(1) Audience targeting should work also for admins.
(2) Recommeded for current user does not rely on audience targeting. It relies on Search
