Add attachment link is missing when adding a new item

Hello Support,

I have a SharePoint list to which users have limited access.

Now, when they want to attach a file, the attachment link is missing when clicking the new+ button.

As I can't upload a screenshot, here below items are the permission of the users in my SharePoint List. 

1. List Permissions

- Add Items

- View Items

- Open Items

- View Versions

- Create Alerts

- View Application Pages

As I want to limit them to just add, view and open. I disable the edit and delete permission.

@Lawrence0513 Is this option not visible for all users (with Full control as well as limited access)?

If that is the case, check if attachments are enabled from SharePoint list settings > Advanced settings:
