@Shreya_Ganguly It appears that the same underlying issue (the TaxonomyFieldAdded feature not being activated at site creation) is also impacting Shared Channel sites, so here's hoping the fix will apply to both site types...

Azure Cognitive does a text extraction. It works pretty well usually for text-backed PDF forms but not so much it the PDF is simply a tiff image.
