Workflow that crosses different sites

Can I create a workflow in Site A1 and A2 and A3 and have it create a task in a task list in Site B?   The goal being that all of the project sites (A1, A2, A3) have tasks that we want consolidated on the development Site B for that manager to manage.   How would I do this?    I am using SP 2016 enterprise not 365.

Yes, but you will need to make REST calls in your workflow in order to be able to access Site B

ok I dont know anything about REST calls but I will look up some training on that.
