Using Site Scripts to set Top Navigation

Is it possible to set the Top Navigation using Site Scripts in SharePoint Online? It appears that the addNavLink action only ever adds to QuickLaunch. I have managed to get a Flow that makes the site a Hub Site but cannot get the Navigation set for the Hub Site. I have just about managed to get the REST API to create a Navigation Node but still not created with a batch update sadly. However, I would prefer to have it directly in the Site Script.
