Unable to add new term in the Term Store Management in SharePoint 2013.

Its giving an error like below PFA

I receive this error when I try to add a new term which is already existing. For example when you try to create a new term with the same ID by powershell or pnp template provisioning. 

How do you create this new term? By the gui in the "Managed Metadata Service Application"?

Why Microsoft is not showing a better error message like: " Transaction Log File location is out of space".
