Will we be able to convert normal Modern sites (Communication or Team Site) into Hub sites when the feature is released?

Yes, that will be possible. You do NOT actually convert anything, you simply set the "hub site" property enabled at a site collection level. There's no specific site template/site design for hub sites, so this works for both modern team sites and communication sites.
