Do you think this responsive UI Packages will also work in the new UI for Document Libraries, Lists and Site Content page?
To quote Vesa Juvonen (OfficeDev PnP Project Manager) All new UX elements in the SharePoint are natively responsive, they will behave properly with any device. UI responsive package works in away that it sets usercustomactions to site collection level. Since these are ignored with new experiences (at least currently), experience will be as it should.

So - yes. Responsive UI Package works properly with new UIs for document libraries, lists and site content page, since it's automatically ignored. In these kind of sites, UI Responsive Package is only applied on the site pages.
Well said...I saw Vesa's message this evening

Any idea why the hamburger icon disappears when I try to view the site on my iPhone?
