Public facing website and SPFx

Is there any way to publish in SPFx and/or SPFx extension created packages to a public facing website? I have read public facing websites are discontinued in O365. Is there any higher plan (E4) that would allow this? Another way I heard would be to use a publishing website. Is that possible? Are there any known issues?

The answer is No. SPFx Dev Model is specific for SPO and in SPO it's not possible to have public web sites

But I'd like to note for future readers for clarity, that SPFx is not specific for SPO. SPFx web parts (not extensions) work for SharePoint On-Premises 2016 FP2 and will be a part of SharePoint 2019.
