No Versioin not showing in the document library

We have migrated two site collections from On Premise 2013 to SharePoint. One of the Site Collection Document library is not showing No Version option.

But another  Site Collection shows the No Version Option in the Document Library. What could be the reason ? Is there any Site Collection or Site Feature available ?

New Site Collections and new Document Libraries in those sites don't present the "No versioning" option anymore. This was communicated in a message center message
