Modernize - Classic to Modern - Site Contents still in classic

Hi community,

I've followed the steps outlined in this article Modernize your classic SharePoint site however the Site Contents page has remained in the classic experience.  Is this a known issue or have I potentially missed a step here?

Did you change the list experience via the SharePoint Admin Center?

Actually no, not at the tenant level.  Doing a POC for a customer, so we just tried out the process on a single site.  Will that setting do it?

I changed the tenant level setting for list experience to Modern, however the Site Contents page on my upgraded site still remains in classic mode.

Is there anything else that could be causing this?

Has anyone experienced this issue? I still don't have a way to update Site Contents to modern experience following the documented process.
