FeatureSiteTemplateAssociation / feature stapling no longer working in 2016

My FeatureSiteTemplateAssociation feature does not work in SharePoint 2016. We want to deploy our custom masterpage when a new site is created but it appears that stapling doesn't work anymore. Any ideas? It has worked the same way since 2007.  I recreated the solution, ensured the feature shows in the farm features but nothing.

Hi Jason,

i understand your pain but it sounds like you are trying to provision your site. in that case i would seriously look at PNP as it brings you into more control
