Document Libraries: Can you upload and creation from an excel wire frame?

I am new to sharepoint and am setting up a site for my company. They are currently using dropbox and I have convinced them to move over to an SP document library. I want to know if I can build a wire frame for the folder structure in excel, then upload to SP.

@Justin_Walker Probably you have to use REST API or CSOM to read data from excel and then create folders
