allow user to edit properties and restrict to edit documents in sharepoint 2013

Hi ,

We have a requirement. 

needs to allow end users to change/update the document metadata properties. but, should not allow to edit the document when the document is in approval inprogress state.

Is there any way to handle like this? please share your thought.
