Seeing Unclassified Employees in Viva Insights (WPA)

Good morning team,

Please team i need explanation on this. 

When i tried to analyze data on the Enhance Organizational Resilience, their is Unclassified Employees when you click on see your Insights. See screen shot below. How do I know who is unclassified Employee?

Couldn't that be reflecting the number of employees for which this data is not available?
