Transport rule should trigger based on AIP Label

Hi....i am about to set a few AIP labels for classification. All are working but one. I have created a Internal buttonlabel that i would like to  block external recepients for if used the message should only sent to internal users 

The Label: Internal (no protection)

Transport Rule: if header contains words "Sensitivity=Internal"

Block with message

Do i make sense? Pointers itowards a solution are most welcome ;)
