SPO - Disable downloads from non-domain joined PCs

Does the option to 'disable options to download, print and sync from web browsers in SPO require an additonal subscription to a service such as the Enterprise Mobility Suite/Intune?

My bet is they're the same, so yes, additional license will probably be required.

I believe there is no need of an additional license...this new settings where anounced at Ignite as part of what they call Enhanced conditional access controls, encryption controls and site classification in SharePoint and OneDrive https://blogs.office.com/2016/09/26/enhanced-conditional-access-controls-encryption-controls-and-sit... The EMS requirement is there but for Conditional access based on device state
