Override global retention policy (with labels?)

How do we handle the scenario, where we generally want to retain group documents (due to compliance reasons but also due to the added capabilities for backup/restore) – but still want the ability to delete certain documents, e.g. due to GDPR and other compliance requirements.

A general retention policy, covering content in all Office 365 groups, handles the general retention, e.g. for 10 years for all content. By doing so, this policy also doubles as backup/restore solution, so we do not need third party solutions for this.

However, some documents needs to be deleted – how do we handle this? If we introduce labels with delete policies, or very brief retention policies (e.g. one day), the general retention policy still seems to apply, and all document versions still exists in the preservation hold, even though we try do apply lable/delete.
