Does anyone know what these defaults are or where to find there? I have had a ticket open with O365 for three days and they have no idea.

I'm not sure if there is any place where you can review them, but you can set/change them via the "Save these alert settings as the default for your organization" which is right under.

After going back and forth with Support, they finally confirmed there is no place that one can view these defaults. Go figure. From the initial setup, there does not appear to be any defaults. Like you mentioned, once you configure a policy, you can then set these settings as default moving forward.
