Why I cannot open the PDF file with the gmail account? What should I do in this situation?

Hello everyone,
I have problem with view PDF file protected by IRM. I labeled a PDF and assigned permission as following
But only the anh.pham@...corp.com can open the pdf on Microsoft Edge browser with right permission. The others cannot open the file with the notification "Need permission. Contact the owner of the file to give you permissions." (because the PDF file is protected, I cannot take a screenshot) although I created user profile and signed in with the email.
