Training without Simulation

Hi Community!!

I have been tasked with leveraging our existing tools to deploy company wide security awareness training. And so the question is: Is there a way to deploy Microsoft Security Awareness Training to the whole org without an actual Attack Simulation?

We ran an Attack Simulation each quarter of the last year, but we are looking just to hand out training to all and be able to track progress of the campaign, this would make Microsoft 365 invaluable as it has all the user info needed to do this.

Bonus Points for a strategy to make this an ongoing onboarding task!
