Sensitivity label publishing issue

we have trying a poc with sensitivity labels. Lately it is behaving very weird that the labels are not showing up for all users even after a week. Also for the users for whom it is showing up, it is not available in outlook web access. we have verified all license and permissions, client version etc., and also opened a case with MS but it is still not resolved.

Hi, I am experiencing the same behaving on my sandbox tenant, just exchange related, mean office apps / SharePoint seem do get the updates on labels reflected. On our prod tenant we don't have this behaviour - fortunately. To us, most important is to understand 1) this kind of things CAN happen and 2) know a way how to tackle and resolve such misbehaving as quick as possible.
