"Microsoft has identified a potential security concern"

I'm running Office 2016 on Windows 10, fully patched. Now working on hardening Office to make sure that users cannot make insecure decisions when they receive malicious files.

 

For some types of malicious files - like https://portal.msrc.microsoft.com/en-us/security-guidance/advisory/CVE-2019-0561- MS implemented a warning box: "Microsoft hash identified a potential security concern" (which is correct). However users can choose between a YES and NO to continue. If they click YES they can still be hacked, something we want to prevent. And we all know what users will do...

Is there an option to make the "security concern" just a message, without the YES / NO of to remove the YES option?
