Publishing Sensitivity Label policy in Compliance center

I creating a policy to publish sensitivity labels.  When go to select a group, only Microsoft 365 and Distributions are an option.  Security groups, which are from my on-prem AD , do not show up as an option.

Is it possible to use "security" groups?
