onprem exchange labels and encryption

Hello

We are running Exchange onprem (2013) try not to laugh 🙂  We want onprem users to be able to user the same sensitivity labels that users in Exchange online are able to use. We are in a hybrid environment all users are synchronized to Azure Ad. What are our options to achieve this? I would like to avoid building out infrastructure onprem to achieve this, but if i have to then i will.
