Microsoft Cloud Financial Services Compliance Program (FSCP)

I'm trying to get the Financial Services Amendment linked to our main Azure Subscription. However, I believe this is only available for people signed up for the Microsoft Cloud Financial Services Compliance
Program (FSCP). Nobody at Microsoft seems to know anything about this program. Here's a whitepaper on it:
