I am setting up a policy to block the sharing of certain content externally. 

It is working perfectly in SharePoint and Outlook.

However when trying to use the "Share" button when documents are open online or in the desktop app, no policies appear. I am signed into my Microsoft account

According to Microsoft doco it should work.

I have turned off the "Share Anyone" option in the mean time and thought this may be effecting the behavior but it still works perfectly when using the SharePoint "share" button. 

I am at a loss.

I would check the following:

1. Check that the policy you created also covers All OneDrive account or the specific user account that you are using. You said that SharePoint works, so I assume that you meant that your files in your OneDrive that you are trying to share does not show the policy tips.
2. Check the version of your Office apps. Version 2301 and up (the more recent versions) does not have this problem.
3. A policy would usually take from between 2 to 8 hours to fully be available. How long has it been since you deployed the policy?
