ATP Anti Spoof Policy will not accept more than 20 trusted senders

Editing Add trusted senders and domains will not let me add more then 20 trusted senders. I have 48 people covered by the policy. They all have an alternate email that needs to be whitelisted. How can I accomplish this?

I found a workaround for the 20 trusted senders, If I find the impersonations over the past 7 days report in the S&C center it gives me button to add the user to the approved list. This bypasses the limitations of the GUI and allows me to add more than 20 users to allowed.
