I'm trying to set custom permissions (Rights Definitions) to allow any user as part of a US Government entity. The problem is, there are too many (+1300) domains with *.gov definition, I could automate it but there's a limit.
Encountered error: Microsoft.Exchange.Management.UnifiedPolicy.RightsDefinitionSizeGreaterThanAllowedSizeException: Size of RightsDefinition in Encryption action is 30040 bytes, which is greater than the maximum allowed size of 30000 bytes.
Of course wildcards are not an accepted format for Custom Permissions (*.gov)
How could I allow access to any *.gov user? (users to setting it manually?, DLP for endpoint, exchange?, eDiscovery, Scanner?
