Parent and guardian access for OneNote Class Notebook

Did the process for enabling parent and guardian access for OneNote Class Notebook change?

I am running the same script that I have last year and it is not changing.  

I found this: https://lazyadmin.nl/office-365/enable-sharepoint-external-sharing/

#Set-PnPTenantSite -Url

And it seems to run much quicker.  

Does anyone have some guidance here?
