The culprit is almost never the AI model. It's perhaps 200–300 milliseconds of latency between your Oracle data and your Microsoft AI platform cloud services. That gap — caused by Oracle sitting on-premises, in OCI, or in a different cloud — literally kills enterprise AI on Oracle workloads. It makes real-time copilots impractical, autonomous agents commercially unviable, and hourly AI-enriched dashboards technically impossible. Until that distance is removed, Azure AI in Oracle environments remains a demo. It does not become a production capability.

WHERE THESE PATTERNS COME FROM?

These six patterns in the article series were not invented for this article. They were discovered — built pattern by pattern, deployment by deployment, by Oracle customers and teams working on real enterprise problems against real Oracle databases. Not as a replacement. Not as a migration away from Oracle. Oracle AI Database@Azure collapses the distance between your data and your models to zero. This is the path for users that need deterministic, predictable responses from Oracle. Your Oracle DBA writes the exact stored procedures that retrieve and transform data. Oracle → ORDS: Oracle executes the query, applies Row-Level Security, runs business validation, returns structured results.

Foundry → Teams → User: Foundry assembles the response, optionally enriches with Azure OpenAI narration, delivers the answer back to user.

Inside Oracle, Select AI reads your table structures, asks Azure OpenAI to generate the right SQL, runs it, and returns the result — all within the database boundary. Your data never leaves Oracle.

For Base DB, Exadata, or Exascale, the sidecar pattern (see Sidecar section below) unlocks Select AI without modifying your production systems.

Your developers write the integration code — any language, any framework, any logic — connecting directly to Oracle using traditional database drivers.

The latest advanced path — the Oracle database itself becomes an AI agent that reasons, calls tools, reflects, and chains multi-step business logic autonomously.

While Select AI is a stateless NL→SQL capability that handles a single query and returns a single result, Select AI Agent provides context-aware, multi-step agentic reasoning to support workflows—effectively acting as an agent wrapper that uses Select AI (or a data agent endpoint) as one of its tools. Oracle Private Agent Factory ("PAF") may be used to build agent that run inside the Oracle database which can query data (SQL, vector), analyze, reason, research and execute workflow.

*MCP (Model Context Protocol) is an open standard — a “USB-C port” for AI agents. Oracle now offers a built-in MCP server on Autonomous Database (GA March 2026).

After the connection is established, the available tables within the schema will appear for selection. Once you select the desired tables, the copilot becomes grounded with relevant data from your Oracle Database.

3. Define topics and natural-language prompts that map to live queries.

4. Apply Purview labels and Entra ID access policies to enforce governance.

5. Publish directly into Microsoft Teams or Microsoft 365 for business-user access and collaboration.

Oracle Database 19c Now Supported on Exadata Database Service on Exascale Infrastructure on Oracle Database@Azure

Exadata Database Service on Exascale Infrastructure is a next-generation architecture that provides elastic scaling, optimized performance, and cost efficiency for Oracle Database workloads. With today’s update, Oracle Database 19c—the long-term support release trusted by thousands of enterprises—can now run on Exadata Database Service on Exascale Infrastructure with Oracle Database@Azure.

This update makes it easier than ever for customers to:

Migrate without delay – Move existing 19c workloads to Azure using Exadata Database Service on Exascale Infrastructure without immediately needing to upgrade to 23ai.
Optimize costs and performance – Take advantage of Exascale Infrastructure to realize performance benefits and granularly scale for mission-critical workloads.
Prepare for the future – Modernize now on Exascale, while maintaining a clear path to upgrade when business priorities allow.

With Oracle Database 19c support on Exadata Database Service on Exascale Infrastructure for Oracle Database@Azure, customers can bring their current database investments forward into a cloud-native, multicloud-ready model—while unlocking seamless integration with Microsoft services like Fabric, Copilot Studio, Sentinel and Azure AI Foundry.

New Regional Availability: UAE North and UAE Central

We’re also thrilled to announce the general availability of Oracle Database@Azure in the UAE, with two new regions now live: UAE North (Dubai) and UAE Central (Abu Dhabi).

With these additions, Oracle Database@Azure expands its reach in the Middle East, helping organizations:

Oracle Database@Azure is now available in 25 regions globally and 40 Availability Zones worldwide, including Australia East, Australia Southeast, Brazil South, Canada Central, Central India, Central US, East US, East US 2, France Central, Germany North, Germany West Central, Italy North, Japan East, Japan West, North Europe, Southeast Asia, South Central US, Sweden Central, UAE Central, UAE North, UK South, UK West, West US, West US2, and West US3. By the end of 2025, the service will expand to 8 additional regions, enhancing scalability and resilience worldwide. Three multi-zone regions will include Spain Central, Switzerland North, and West Europe. Oracle Database@Azure expands to Germany North – now available in 23 regions worldwide

Oracle Database@Azure is rapidly expanding its global presence. Now available in Germany North, we’re bringing Oracle Database@Azure closer to customers around the world — helping meet data residency needs, reduce latency, and boost resiliency.

Oracle Database@Azure is now available in 23 Azure regions globally – the most of any hyperscaler. The full list of supported regions includes: Australia East, Australia Southeast, Brazil South, Canada Central, Central India, Central US, East US, East US 2, France Central, Germany North, Germany West Central, Italy North, Japan East, Japan West, North Europe, Southeast Asia, South Central US, Sweden Central, UK South, UK West, West US, West US2 and West US3.

Oracle Database@Azure will expand to 10 more regions by the end of 2025, further enhancing global scalability and resilience.

Enhanced observability for Oracle Exadata on Oracle Database@Azure

Exadata customers using Oracle Database@Azure now have more ways to monitor and manage their environment with enhanced observability for Exadata logs and events with Azure Monitor and Microsoft Sentinel. This new capability provides deeper visibility into system behavior such as patching, failures, and cluster changes— directly in the Azure Portal.

With native log observability in the Azure Portal, organizations can monitor both Exadata VM Clusters and Exadata Infrastructure at the same time. This expands operational visibility and brings Exadata environments into alignment with Azure’s monitoring and security ecosystem.

Consolidating operational and database logs within Azure Monitor and Microsoft Sentinel provides end-to-end visibility into system health, performance, and user activity, strengthens security through advanced threat detection and compliance monitoring while streamlining operations with faster troubleshooting and proactive issue resolution across hybrid cloud environments.

With the growing complexity of hybrid cloud environments, centralized observability is increasingly important. This new capability allows organizations to: 

Centralize monitoring for a unified, real time view of logs from Azure services and Oracle databases Correlate logs across Azure and Oracle services  for simplified, proactive troubleshooting and root cause analysis. Query logs using Azure Monitor and Log Analytics and set proactive alerts for critical events. Automate incident response and remediation.

Customize dashboards and reports with deep log analysis and advanced querying capabilities with Kusto Query Language

Today, we’re excited to announce a series of updates that make it even easier to adopt and scale this platform. Base Database Service is now available in Public Preview

We’re excited to announce that Oracle Base Database Service is now in public preview on Oracle Database@Azure. Designed for customers just beginning their Oracle cloud journey—or looking to support dev/test and non-mission-critical workloads—this entry-level offering delivers the trusted Oracle Database engine on Oracle infrastructure, now co-located in Azure datacenters.

With support for Oracle Database Enterprise Edition and Standard Edition 2 (19c and 23ai), Base Database Service offers built-in automation, consistent tooling, BYOL licensing, with pay-as-you-go pricing to independently scale compute and storage. It’s a simple, flexible way to run Oracle workloads natively in Azure—without overprovisioning or operational overhead.

It’s a great option to get started with Oracle Database@Azure—and to grow when you’re ready.

Enhanced networking capabilities for enterprise workloads

Enterprise networking capabilities like Network Security Groups (NSG), Private Link, Global Peering, and ExpressRoute FastPath are now generally available for Oracle Database@Azure. Customers now benefit from enhanced security, higher performance, and improved connectivity to effortlessly integrate their Oracle databases with Azure services and infrastructure.

Network Security Groups (NSG): Enforce fine-grained security policies, allowing customers to control access to their Oracle databases with ease.

Bring Your Own Keys: Now Store Oracle TDE Keys in Azure Key Vault with Oracle Database@Azure

We’re excited to announce that Oracle Database@Azure now supports storing Transparent Data Encryption (TDE) keys in Azure Key Vault (AKV)—a significant milestone for organizations seeking full control over their encryption strategy. Customers can choose from AKV Standard, Premium, or Managed HSM, with options tailored to meet a wide range of security, compliance, isolation, and performance requirements.

This capability is now generally available for Oracle Database@Azure customers using Oracle Exadata Database Service on Dedicated Infrastructure, aligning with the stringent security and compliance standards of regulated industries such as finance, healthcare, and government.

Compliance and regulatory alignment in Japan: Oracle Database@Azure now supports ISMAP

Oracle Database@Azure now supports ISMAP (Information System Security Management and Assessment Program), Japan’s government-backed certification program for cloud service providers. Many enterprises run mission-critical applications on Oracle Exadata Database Service on Dedicated Infrastructure in Azure. Organizations have relied on Oracle Wallet, OCI Vault, or Oracle Key Vault for storing Master Encryption Keys (MEKs) for TDE. As more enterprises standardize their key management practices around Azure Key Vault, native AKV integration for Oracle Database@Azure has been a priority for our customers.

Today, we are thrilled to announce a major security milestone for customers running Oracle Database@Azure. Oracle Transparent Data Encryption (TDE) keys can now be securely stored and managed using Azure Key Vault (AKV).

This new feature allows customers to standardize key management for their Oracle databases with existing Azure-based governance, monitoring, auditing, and key lifecycle management tools. Organizations enjoy greater control over their data encryption lifecycle and meet their enterprise security and compliance standards.

Why This Matters: Unified Key Management for Enterprise Workloads

Many enterprises standardize their key management in Azure, and this new integration provides a centralized place for customers to manage their keys and secrets. This adds greater flexibility and key ownership for Oracle Database@Azure users.

Oracle Database@Azure customers can now choose between AKV Standard, AKV Premium and AKV Managed HSM key management options tailored for different security, compliance, isolation and performance needs.

AKV Standard: Prototyping, dev/test scenarios (Not for production workloads)
AKV Premium: Production workloads needing HSM-backed key protection.
Managed HSM: For highly sensitive, regulatory-heavy workloads needing full isolation and control.

Tip: For production Oracle Database@Azure workloads, AKV Premium or AKV Managed HSM is strongly recommended.

Accelerate AI on Oracle Databases with Open Mirroring, Fabric Data Agent, and Azure AI Foundry

As organizations accelerate their hybrid cloud adoption strategies, Oracle Database@Azure has emerged as a critical platform for running Oracle database workloads using Exadata, Autonomous, Exadata Exascale and Base databases for customers of all sizes. However, deriving real-time, AI-powered insights in hybrid settings have historically posed the following significant challenges:

Latency and Complexity: Connecting to Oracle Databases and data ingestion requires substantial effort with setup, configuration, customization and maintenance.
Missing simple solution to bring Oracle change data into Microsoft Fabric: Lack of seamless way to bring change data from Oracle databases into OneLake in Microsoft Fabric.
High Operational Overhead: Reliance on third-party tools and manual ETL processes significantly increased costs and complexity.

Recent advancements in Microsoft Fabric and Azure AI Foundry are helping Oracle Database@Azure customers tackle these challenges. With Open Mirroring in Microsoft Fabric - a powerful feature that extends Mirroring in Fabric based on open Delta Lake table format - and the integration of Oracle (OCI) GoldenGate 23ai, customers can now replicate data from Oracle Databases into OneLake in Microsoft Fabric achieving low-latency, high-throughput replication without the need for complex ETL pipelines. Additionally, Oracle (OCI) GoldenGate 23ai helps unlock moving data from enterprise data sources (for example, DB2, Amazon Aurora) that support change data capture into OneLake in Microsoft Fabric.

Azure AI Foundry through its AI Agent service now supports native integration with Microsoft Fabric, enabling seamless access to Lakehouse, Warehouse, and Power BI datasets. This empowers AI agents built using Azure AI foundry to retrieve knowledge directly from Fabric for advanced data-driven insights and responses.

Together with Oracle GoldenGate’s integration into Open Mirroring in Microsoft Fabric and Azure AI foundry’s AI capabilities, organizations can now achieve seamless, near real-time data replication, enable advanced AI capabilities drastically reducing engineering efforts and time to insight.

Unlocking AI-Powered Capabilities in Microsoft Fabric

Once data is landed in Fabric OneLake, customers can build data agents, a native AI capability that allows users to interact with different data sources, including Oracle Database@Azure databases using natural language. This enables rapid development of AI-powered analytics, decision models, and business insights without writing complex SQL queries or requiring deep technical expertise. Fabric data agents interpret and synthesize organizational information, determine which data sources to use, how to combine them, and surface the insights that matter most. As a result, data becomes more accessible across the organization, enabling faster, more informed decisions.

Integration Overview: From Oracle to AI Insights

Data Replication into OneLake in Microsoft Fabric via Open Mirroring

Oracle data is replicated in near real-time using Oracle GoldenGate integration into Open Mirroring in Microsoft Fabric. To setup the necessary replication from Oracle, please refer to the Oracle’s official documentation.

Shortcut to Lakehouse

A shortcut is established to link the mirrored data to a Lakehouse, serving as an effective way to enable a data agent in Microsoft Fabric.

Enable data agent in Microsoft Fabric

The data agent is then configured on the Lakehouse to process structured data and respond to natural language queries. Configuring the Fabric data agent involves specifying relevant tables from the lakehouse and providing AI instructions and example queries. Together, these elements enable the Fabric data agent to deliver more accurate and relevant results.

Below is a showcase of how a native Microsoft Fabric data Agent is enabled on Oracle Database@Azure Exadata sample Sales database mirrored into Microsoft Fabric. It highlights how Fabric data agent simplifies getting insights from your data in seconds, without the need to write complex SQL queries.

Integrate with Azure AI Foundry

For advanced AI workflows, the Fabric data agent can integrate with Azure AI Foundry as a knowledge source, enabling multi-agent communication. This integration securely grounds Azure AI agent outputs in enterprise knowledge, ensuring that responses are accurate, relevant, and contextually aware. In addition to structured data from Fabric, through Azure AI Foundry’s Agent service, the Azure AI agent can also leverage unstructured data sources, making it more intelligent and knowledge-driven.

Extending Insights with Azure AI Foundry

Azure AI Foundry’s Agent Service enables the development of intelligent agents that aggregate data from multiple sources including Microsoft Fabric and external file systems. Leveraging its integration with Azure AI Search and Microsoft OneLake, users can include unstructured data such as documents, logs, and other knowledge bases in the agent’s reasoning.

User can leverage two key methods for grounding AI agents with such unstructured data:

Direct OneLake Integration: Connect Fabric files via Azure AI Foundry's Data + index features.
Azure AI Search: Index unstructured data through Azure AI Search and link it to the AI agent for enhanced retrieval and comprehension.

Once configured, the AI agent can seamlessly respond to queries by combining insights from structured and unstructured data sources.

Below is a showcase of an Azure AI agent built in Azure AI Foundry using Fabric’s data agent and unstructured files (.csvs) indexed using Azure AI Search. This Agent is grounded with data mirrored from a sample Sales database running on Oracle Database@Azure Exadata workload into Microsoft Fabric and customer survey data on product feedback.

Licensing and Pricing

Oracle Database@Azure: Oracle Database@Azure offers pricing at parity with Oracle Cloud Infrastructure (OCI), allowing customers to use existing Oracle licenses (BYOL), Unlimited License Agreements (ULAs), or purchase license-included options. Available through the Azure Marketplace, it supports Microsoft Azure Consumption Commitments (MACC) and qualifies for Oracle Support Rewards, helping reduce support costs. All Microsoft services remain available at standard pricing for all customers.
Microsoft Fabric: Mirroring in Microsoft Fabric offers free compute of the mirroring engine and free storage per tiered Fabric capacity. For more details, please refer to Mirroring cost details. For Data agents in Microsoft Fabric, refer to data agent consumption for further details.

Oracle customers of all sizes rely on Oracle databases to run their mission-critical workloads, from financial systems to global supply chains. As they navigate digital transformation, they want to modernize their databases and applications in the cloud while enabling advanced AI, real-time analytics, and automation. That’s why Microsoft and Oracle partnered to create Oracle Database@Azure – and now we’re adding more options to serve customers of all sizes with Oracle Base Database Service coming soon and Exadata Exascale now generally available. Additionally, we’re expanding our regional availability for Oracle Database@Azure to the East US 2 region and adding important networking enhancements.

Oracle Base Database Service - coming soon!

Not every database workload requires extreme performance. Some businesses need a simple, cost-effective way to run Oracle databases in Azure—without the overhead of managing infrastructure.

We are pleased to announce that Oracle Base Database Service will soon be available on Oracle Database@Azure. Base Database Service will run Oracle Database Enterprise Edition and Standard Edition 2 versions of 19c and 23ai on virtual machines. It offers automated database lifecycle management for reduced administration, low-code application development for faster deployment, and independently scalable compute and storage with pay-as-you-go pricing for flexible workload demands.

Base Database Service provides a low-friction, cost-effective entry point to Oracle Database@Azure so Oracle database customers can scale effortlessly and unlock agility in the cloud.

Exadata Database Service on Exascale Infrastructure is now generally available

Now workloads of any size can benefit from the performance, reliability, and availability benefits of high performance Exadata infrastructure with Exadata Database Service on Exascale Infrastructure running in Azure datacenters.

By leveraging Exascale’s intelligent data architecture, businesses can reduce infrastructure costs, making high-performance Oracle databases more accessible. Its highly elastic, cost-efficient solution enables organizations of any size to balance automation with control, and optimize AI, analytics, and transactional workloads.

Azure customers can purchase Oracle Exadata Database Service on Exascale Infrastructure through the Azure Marketplace via a custom private offer or pay-as-you-go model, with the option of using Microsoft Azure Consumption Commitment (MACC). Existing Oracle Database customers can also bring their own license (BYOL) or use Unlimited License Agreements (ULAs).

With Exascale infrastructure, organizations only pay for the compute and storage resources used starting with a highly affordable minimum size—all within Azure’s trusted cloud ecosystem.
