The first time I open task manager when turning on the PC, task manager works for less than a minute before it breaks. When it does, restarting the app doesn't help. I have noticed that it is definitely caused by USB Tethering. As soon as I unplug my phone, task manager comes back to normal.
What I mean by "it breaks" is that I have it set to fast refresh, but refreshes every 6 seconds or so. And also, it misreports everything. Or at least it does very very late. It is mostly annoying when I want to stop a process because that process may not be there already and I have to wait for it to appear. The performance tab has the same problem. Specially the Ethernet part. When I click on it, it has no graph and never reports anything. The values on the bottom stay what they were when it broke.
I have recently installed Windows 11, but it also happened to me on Windows 10. I'm using USB Tethering because my Wifi card broke, and had no immediate replacement, and my phone has good Wifi.
