Windows 11 Start Menu not opening after updating from windows 10 (BUG?)

The Start Menu in Windows 11 will not open. Clicking the icon nor pressing the windows key will not open Start.

 

I have approached Microsoft Support and they could not find a solution which successfully fixes this 'bug'. The support team was very cooperative, however, the best feedback I have received was to wait for Microsoft to release a fix. I have tried many techniques including:

  • restarting Windows Explorer via Task Manager
  • used 'cmd' and 'Powershell' commands
  • Installed the latest drivers and updates
  • Uninstalled the latest windows update and rebooted my PC
  • Reinstalled Windows through Windows11InstallationAssistant
  • Reinstalled using the ISO version

 

The start menu worked perfectly fine on Windows 10, it wasn't until I updated to 11 where the issue began. Other functions on Windows 11 work well (i.e. Taskbar, Widgets, etc...). 

 

I am using a relatively new Dell XPS 13 9310. The manufacturer says it should run Windows 11 from Windows 10, it also meets all the requirements to run Windows 11.

 

Spamming start a bunch of times does open it, but, it only stays on-screen for a split second and cannot be interacted with.

I've had the same issue from time to time.  If you kill the Start process in Task Manager, you should be able to open the menu.  There are ways to create a shortcut so you can make a button on your taskbar to kill the process.  I haven't had to use it yet since making the shortcut, but it will kill the process when pressed.   That's so far the only workaround that works consistently for me.  I've tried the powershell command, but that didn't constantly work.  

I just tried your workaround. Unfortunately it still wont work :(
