Windows 11 dual monitor screenshot and click errors

Hi,

 

In the image I've attached you can see that whenever I go to take a screen snip, the tool doesn't let me begin screenshots in certain areas of the screen. (where the display isn't darker).

 

These areas also coincide with hindered functionality in multiple apps, most noticable of which is Chrome (e.g. I couldn't drag the image I saved from the downloaded files bar in Chrome and drag it up in the file box for the post, can't adjust youtube quality in full screen and generally can't click on items in that menu in a way where they fulfill their purpose --> no matter how much I click or whether I right click or not, no menu shows up with the options I'd like to use).

 

Is there any fix for this or should I just downgrade to Win10,

edit -  I re-uploaded the image and covered some things concerning my privacy; also this occured only with the update from earlier today (21H2 -- KB5006674)

I'm observing a similar issue. Taskbar clicking and links in apps on the second monitor leads to no response, but using the main screen (laptop) taskbar or moving the window to the main screen works fine.
Update: I determined that there was a dead zone at the bottom of my monitor where the above issues were isolated (even scrolling didn't work). It looked like it might be a similar area where the Cortana window had appeared. So I queried Cortana then closed the window again. All functionality was restored in the previous "dead zone."
