Windows 11 - Audio Broken - Target device not selectable

I have three audio devices:

bluetooth connection to headset. 

Audio for laptop 

Bluetooth for receiver

 

I connect to all three and they are devices listed.  But on quick access bar you cannot select target for "Blue Tooth Reciever"  which is listed in sound devices as "connected". It only displays "headset" and "realtek audio" (laptop speakers).

 

I have removed and re-added the bluetooth device.  It did this fine in Windows 10.  It lists it as "audio device"  but system settings as target audio and controls will not target it.
