I have this issue as well. The thing is that I turned on my PC, logged into my account and noticed this issue. Then, when I came to reboot my PC (as one would when confronted by such computer wierdness), I was prompted to do a Windows update. I thought this would resolve the issue, but nope. So I don't know if the update got pushed to my machine without my knowledge? Because this started happening before I restarted and did the update.
Although the last time I used my PC everything was fine. I'm utterly clueless here.
And just as I got an invite for the next Halo Infinite flight LOL

Anyways I came here to say I’ve the same issue.
Edit: I was able to roll it back by opening Control Panel via the Task Manager (File > Open new task and type in “control”) and going to Review your computer’s status (under System and Security) > Recovery > Open System Restore and undoing the latest system update. This doesn’t work for everyone it seems, but I hope this helps someone.
I did get the update prompt, but it’s pretty hard to miss because it basically popped up in the corner to say “hey we’re gonna update when you’re not using your computer just fyi” and then disappeared into my notifications.
I got task manager to open with ctrl+alt+del, but can’t run anything explorer-based. Can’t open windows update, can’t open file explorer, can’t open settings. Pressing the start menu button just crashes explorer (not that it was functioning anyway) so I can’t even use the key to use shortcuts. I can use task manager to run most of my computer because everything else seems to function fine, but it’s going to get real annoying real quick lol. Hopefully they push an update (and hopefully windows update can do the job?? I couldn’t even open it)
